New Minister Power
Allow ministers to have the ability to stop planets from being added to their gal. This would prevent planets from exiling in to their gal. Only Gals that wanted new or self exiling planets would get them.

This was a possible solution for my previous thread but thought it might deserve a separate consideration.

Just a casual thought.

Scope for abuse.

Perhaps the GC should have this power, at least then in theory they are elected.

Galaxies arent ranked by average score though, only contributed score. I'm not sure it would be a massive bonus of an option really.
