Just to clarify the idea a bit more, It would not take up a fleet slot for one of two reasons:
1) Asteroids teleport around all the time, why not use that same tech on ships.
2) Nobody notices the ships are missing until they've already arrived at their destination, travel times are inferred, while retaining code simplicity.

Having people with ships from all classes (and no more big weaknesses) would make attacking a lot harder.

might be a good idea but will definitely piss a lot of Pa players off if this feature is abused, so in a controlled way, if this is let, be able to steal a maximum of 2-5 ships per 5000 hostiles of the same type

the amount of ships you can kill right now is trivial each time... of course with dedication you could build up a fleet, but it would never rival the numbers of what you can build yourself.

Running ship stealing as covert ops (instead of combat) might actually be a good idea. Covert ops have fixed costs, unlike combat, so you don't have automatic problems with exponential growth nor do you have to destroy some percentage of the stealing ships to make up for the stolen ones. You could make ship stealing a covert op only available to Ziks.
But then there are the usual problems of balancing the cost and preventing ship farming.

I like the idea of stealing ships via cov op, a way to limit it from abuse maybe capping the stolen fleetvalue to say, 10% of your total fleetvalue?

I'd assume the ships stolen would be either random, or based upon the number of agents used perhaps?

yikes! 10% is probably too big.. i was thinking of maybe 2% or something small like that (or maybe even smaller?).. so that u dont attack with the only purpose of stealing ships (for this might be a loophole and get abused by a lot) - make it just like a small extra bonus for succeeding in a battle..

Stealing would close weak points in all the races. If it was a Zik exclusive, and it was very effective, then most people would be a Zik players, and non Zik players would be under attack 24/7.
What about making it a research branch, but choosing it closes another branch, for example travel time. Mono-race fleets would be faster than multi-race fleets. And although you get a wide coverage having multiple races ships in a single fleet(favoring the attacker), it is slower to use, which in turn favors the defender.
