While galaxies above the universe average should only be able to exile, I was thinking maybe the galaxies below the universe average could enroll players.
The cost from the gal fund would go to the enrolled player (the bigger he is, the more expensive it is to get him).
it's not meant to turn shitty gals into wining ones (who would want to join a crappy gal), but to bring average ones (or unlucky ones) back into the fight.

Sounds alot like the "Alliance Transfer Market" that was going to happen in the next-gen of PA.

Personally i like the idea but to have it open to galaxies would take alot of thinking, it may be open to abuse ie - at the end of the round the top10 planets group together in one galaxy to make them practically uncatchable.

I take it that a players cost will have something to do with how he's performing in the game ie:

vaule + xp = cost(?)

I'd like to see a system like this in alliance before it's stretched out to galaxies, lets not run before we can walk

Could be a welcome change though. Last round we exiled about 40 people and we kept on getting even more inactive planets. If there was an option to pay res for an irc and pa active player then no doubt in my mind that i would have done it

And the resources would magically appear in a low-ranked galaxy fund?
And a big player would leave its t10 gal for a b10 one because?

As for an alliance market, I sure as hell wouldn't sell off or trade any of my members, nor would any other dedicated officer/command.

True, the funds that an alliance or galaxy would get for selling a player won't be that benificial to them unless you were able to donate to everyone. Even then selling a player isn't too rosey. If such a system was to work i think you'd need something more than funds to tempt a player away.
