Heh, i agree with the above - why are you complaining about something that you brought upon yourself and that is reletively easily fixed (Security Centres and Security as Priority 1). Before you complain that by doing that you'll loose resources and fall behind - at least you'll get some research done before the round has ended!

Step 3: contact alliance. Find somone small. Use your alliance mate to repeatedly attack the 'evil' small player who is using to covert ops as they should be used.
