I personally think the most ideal solution would be a link/button which appears by the planet/ruler name, clicking on it would show a popup window giving various options, such as all the scans, send a message, view galaxy, etc.

I tried the speed round once and being able to scan from the top race/ranking pages would've been highly useful. I assume most people aren't too bothered about it because they use a far superior external site (Sandmans) if they want all the ranking information.

The Planetarion UI has been very poor for a long time. Too much crap has been bolted on without considering the usability of the game.
