I am not sure I would say that spying is big, leaks are. I dont think there are many people these days who go into an alliance with the intention of spying (this used to be a common occurrence but a long time ago) rather because it is a small community in which most people know lots of others there tend to be lots of leaks. Most people find out if they are being hit by an alliance ahead of time.

Purely my personal opinion but making the assumption that no one will actively spy (accepting the occasional leak as inevitable) makes for a much nicer atmosphere in an alliance. Things get nasty and poisonous quickly when such accusations begin flying.
