I would assume that the intention for autowar was to discourage tags to repeatedly bash on another tag.
Maybe a new "war" formulae that decreased the roid/xp cap would be better. If tag #1 hits tag #5 more than everyone else, cap could decrease daily, and tag #1 would have to rethink their NAPs with #2,#3, and #4
