I beg to differ. Firstly it must be understood Wittgenstein was talking in a primarily legal context.
Secondly Wittgenstein is arguing that there is no objective meaning to be "gotten", language is an entirely subjective art - which the author bends to fit his own opinion. This opinion cannot be derived since there is no universal, objective means by which the meaning can be found, merely guidelines by which it can be approximated (as judges do in reference to statute interpretation).
You can't find the meaning because to do so would be to underline each sentence with an explanation, which is itself inherently subjective and open to a failure of correct interpretation.

Scientists tend to overcompress, to make their arguments difficult to follow by leaving out too many steps. They do this because they have a hard time writing and they would like to get it over with as soon as possible... Six weeks of work are sub-sumed into the word "obviously".
