Don't know if this is just me but with this rounds cheaper ships the sabatage covert op is no way near a reasonable return on resources invested. If the ship costs are going to stay the same (which is fine as big fleet battles are great) this could use strengthening as otherwise its just one less cov op that is usable.
Does anyone actually use the kill ships cov-op? In my opinion there are just two, maybe three cov-ops that are really worth anything, and that is the amps killer, the (all other but amps/dists) killer and the resource hack.

People do use the kill ship covert op, because its pretty simple and annoys everyone (like me) who likes perfect round numbers of ships.
Just because its 'useless', doesnt mean the covert op should be altered to reflect the change in the value of ships - the core of the suggestion - which i think is a valid point.

It's handy against people with only capital-class ships in their fleets since you're guaranteed to take out a CR/BS which is rather expensive. I did it a fair bit in Round 16 against people with pure-Leviathon fleets.
