No, it happens because of random chance. At least Beagle 2 was lost because of something going wrong (landing in a crater I believe is the most likely explanation), rather than confusing metric and imperial measurements.

the costs the british probe were for just the probe itself since the ESA already had the cost of launch and delivering the probe to mars covered (i think) whereas NASA had to pay for the whole lot, so a comparisson isnt really that fair.

beagle 2 is actually only 20% of the mission. 80% of the research is done by the sattelite which is working properly.
