Upload Limiter

I've searched the internet and several apps have popped up but I seem cautious because one asks me to bypass Windows Driver signing, another installs itself as a device and the third popped up as being a virus by Kaspersky.

What I'm after is an app. that I can limit MY upload rate with a program that I cannot do so in the options. Reason being it uploads at FULL speed and slows down my web-browsing experience. I want to set the max. upload for programs at say 80% of my max. bandwidth upload speed available to me (e.g. I have 30kb/s theoretically upload bandwidth but I want to limit programs to only be able upload as fast as 20kb/s if you catch my drift)

I'm after your recommendations as I've already looked into some above.

anyway, netlimiter is what you're looking for, free trial, but will do the job.
