Havoc, Creators Hour and Round 17

Firstly, thanks to everyone who came to listen (and participate) in our End of Round Ceremony.

The following are awarded credits:

Top Planets: (1 each)
1 13:5:1 JBG (Ascendancy)
2 9:2:9 rain (Daous Dava)
3 3:9:3 bwtmc (Ascendancy)

Golden roid holders (1 each)
Metal 6:4:9 Aidan_Pryde (F-Crew)

ROCK are also awarded 2 credits for their victory in the hotly-fought alliance competition.

On Saturday, 25th March havoc starts at 21:00.
Changes have been made since the last announcement!
- Ticker speed set to 15 minutes
- All researchs will be done
- 300 million resources to be added (amounts will be changed per race), [Corrected]
- 1.5k roids (changing per race),
- Constructions will be set to 20 wave amplifiers, 0 wave distorters, 10 of each other construction.
- XP and fleets will not be touched.
This is more in keeping with last round, and means that we won't have lots of Terrans trying to play for XP.
Havoc will last until 21:00 GMT on Friday, 31st of March.

Creators hour will take place on Wednesday 29th March at 21:00 GMT in #Planetarion on irc.netgamers.org. If you have a question you wish answered, please /msg CH_Bot <question> before or during Creators Hour .

Round 17
The beta server is currently open, with tick speeds ranging from 30 seconds to 2 minutes. It is located at http://beta.planetarion.com/signup.pl.

The changes made include:
-giving xp per tick for outgoing defence fleets
-creating the final bits of code to have the option of fake defence
-modified stats
-a variety of score formulas
-buddy packs are allowed to self exile / be galaxy exiled again
-Scan XP has been increased.

We're also still expecting to have what should be a fairly complete passport system ready in time for Round 17 signups, which start in just over a weeks time.
