1 time special power for ministers
I was thinking each gal could have their ministers use a special power (independantly) for a 24 tick period once in the round.

MoC: the gal is immune to scans
MoD: ingal tax levy 5% per tick
MoW: all ingal def is eta4

ofc changing ministers after the power is used wouldn't give the gal an extra power.

Seems like something that would benefit the already big gals greatly and not the mediocre / bad gals.

I vote no for sure.

I'm not really sure what this'll add to the game. The MoC and MoW powers you suggest are also grossly overpowered.
