Chance of scan success = 30% * (scanner's amps/scanner's roids - target's blockers/target's roids)

That's the formula from the manual, but it is incomplete, there is also an additional part that reduces the success further for the more expensive scans.

Probably changing the base success rate:
ie:
30% for sectors
25 for unit/pds
20 for newsies
15 for mil
Ofcourse, I have no idea if these numbers are correct, but it must be something along those lines.

That's always been the documented formula (more or less); but once, several rounds ago during a CH, Spinner said that scan type influenced the probability of it being blocked (something along the lines that Andy_r posted).
It's certainly possible that they have since changed it, or maybe Spinner was wrong.

Well it might be coincidence but on a target i really wanted to scan (roidphat planet ) i wasted 20 sectorscans, 31unitcans and it took me 39 newsscans to get through... It I wouldn't have abundance crystal this would have made my roiding quite a bit expencive in crystal
