Fix the ships

This is my first round playing again since round 6 (possibly 5), and it seems the same exact same problem is happening again. I remember everyone just building 90% thieves and stealing the opposition fleets. While this time around the sub isnt permanant it seems just as bad.

Cant we change the ship stats mid round? Everyone knows there broke, lets get them fixed now not in a few months when the next phase starts.

1) changing shipstats while a round is running is evul
2) those thieves were R2 if I remember correctly. Round 5 stats were split in war/science, round 6 had 4 races (standard, cloak, freeze, steal).
3) it's not NEARLY as bad as back then (some people will disagree because they liked the R2 thief I suppose )
