A suggestion to improve the exiling and removing inactives from the game:
a) a planet that is exiled from a galaxy should NOT be added to another galaxy until he logs in again. This way you avoid shifting inactive planets around the universe, giving full galaxies a higher advantage as they don't waste resources on exiling completely dead planets.
b) that won't solve the problem with planets logging in once a day, e.g. less active players, spies etc. ofc it's hard to classify these by any automatic rule. so why not trust the players? a planet that has been exiled N times (with N to be determined) should be placed in an extra galaxy with only planets of his kind and NEVER get added to an existing galaxy again.
effect:
planets that never log in after they get exiled are effectively removed from the game. great
planets that are deemed inactive by most of the players can't get the full experience, but will only play in a galaxy with players of their own activity level. seems acceptable.
players that take a vacation and therefore are offline for a longer while won't be hurt too much because they can only get exiled once until they log in again, therefore won't hit the N limit unless they do it repeatedly.
