Alliance/Defense Update

Now alliances have been reduced from 90 to 70, this isn't really gonna change anything, Asc tagged twice last round, this time they'lll just bung 20 into a second tag

How about you make it so the only planet you can defend is your own galaxy or a tagged alliance member?

Would be quick simple coding too, before the Missions page sends defense, if x and y co-ords are same, then send else if alliance id is same, then send, else "You can only defend galaxy/alliance members"
