Look under the Programs menu, do you not see MS DOS Prompt?
Thats DOS
If you dont see it, try looking in C:\Windows\Dosprompt.exe.

If you need to boot into DOS, and "Reboot to MS-DOS mode" is not good enough for you, you could make a boot disk (google "win98 dos boot disk"). If you actually have MS-DOS installation disks they should come with instructions, but you could try http://freedos.org/ if you need a free replacement.

That's all very well if you're working in Windows, Crash.
Not if your Win installation has died and you want to fix it.
As a standalone O/S, DOS needs to be loaded into memory from a floppy. Obviously this means your floppy will have to be flagged as a boot device in your BIOS settings.

press F8 on the screen right after the POST screen and just before the "Win98 is loading" screen
should give you an option.
or use the Win98 boot floppy if you have one.

From what I understand, Win98 has a DOS program that is very close to the real thing, just a few commands that don't work.
Win2k/WinXP+ are totally emulating it
