This way, you dont have to wait for the galaxy Creator to sign up before you do.
PS: If you make the mistake and have two people creating a galaxy, galaxy creators can ALSO MOVE if they wish, so no big deal.

ok, my first though on this was, what is to stop everyone in an alliance signing up as create galaxy, and then moving to control a parralell or cluster.
a full shuffle probably, but does this mean it will have to be done post ticks again?
the system could still work, but it is going to need consideration, because curently it's wide open to abuse.
