New Governments

None of them reduce construction time. Any reason for this?

The real question is: Who in their right mind will choose anything else than feudalism, except perhaps scanners.

should do it civilisation style,.. where you can change government, but have to go through an anarchy stage where your planet goes a bit wobbly for a while
maybe,.. loose a fleet slot (to restore order)
Mining research constructions all effected
For 16-40 ticks,.. Perhaps the bigger (score/value) planets take longer then the smaller ones. Perhaps with every time you go to change governments, it takes you longer. Or Perhaps it's just a random time.
And THEN you can pick a new government, (not before) when you come out of anarchy,..

Have to agree, that 25% reduction in cost is FAR to tempting. So i've put down some of my own ideas (like they do with the stats ) ,..

How about

Feudalism
Research 20% slower
Alert 15-20% lower
Construction 1 tick (10%) faster
Production cost 10% lower

Dictatorship
Research 20% slower
Conc 20% (2 ticks) slower
Stealth 20% higher
alert 20% higher

Democracy
mining output 15% higher
Research 20% faster
construction 20% (2 ticks) slower (dam cowboys :P)
Production time 20% slower
Alert 20% lower

Unification
Research 15% faster
Construction 20% (2 tick) faster
Production time 15% faster
Mining output 20% lower
Alert 10% lower
Stelth 20% lower


And should the idea of Anarchy and government chaning ever take off
Anarchy - A Period of revolution between governments. During this time all workers take to the streets to overthrough the currant government. Lasting between 16-40 Ticks.
Conc - Stop
Research 50% slower
Mining output - Stops
Loose first fleet slot that arrives home, if one not already home.

It's all about balance and having each government offer something else, whilst damaging something different,... i think my offering is fairly balanced,/. but then i would,.. i just wrote it
