I don't particularly support any of this nonsense but one of the arguments is that it keeps a more ecologically balanced country in existence.
e.g. If prices were raised to reflect their "true" value (um?) then rural communities would disappear which would cram more people into the allegedly overpopulated cities further increasing pollution/etc.
Obviously I don't agree with this since I live in one of the most densely populated parts of Europe and think we're underpopulated, but nvm...
