It's not.

Fix it dudes.

Instead of whacking off on a new production formulae, you might consider fixing actual bugs that excist within the combat engine. By this, I mean the one where fleet A that lands with pods intact, alive, and not hit by anything caps roids, and fleet B completely stunned and beaten to bits caps roids too. Even though it has no pods available to cap roids with.

ps. Can I have my roids too?

It was fixed, but there was a bug which appeared a few days ago which didn't appear in beta testing. Therefore, the combat engine was rolled back to last round's comparitively less serious bug.
I have fixed the bug in the new code and uploaded it. It should all now work fine.

So now if Fleet A is fully EMP'd or killed, and fleet B survives enough for full cap..

Does fleet B take full 25% cap or is it reduced cap?
