Whenever some state proposes liberalizing their gun control laws the local papers are invariably full of predictions of 'shootouts on every street corner.'
After the laws are changed the shootouts never seem to materialize (Minnesota went through this a few years ago when the state passed a concealed-carry law).
I didn't know foreign newspapers joined in this hysteria.

Empirically wrong about what?
If I made a claim this will make Florida a lot safer then I'm sure you could prove me wrong eventually (although any comparison would be difficult as crime shifts are affected by a zillion different factors anyway). But I've never made that claim, certainly not in this thread but not ever.
To be proven wrong you have to make a claim. And I've made no claim. So I'm confused.
But yeah this is unlikely to make Florida more "peaceful". And yes, if peace is your only criteria then this might be termed a failure. But some people consider justice as well as peace.
To put this in terms that are easier to understand : Two guys break into your home. For the sake of argument we'll say they were going to kill you, and that you are the only occupant. You have a firearm and you shoot and kill both of them.
Now, let's assume there were two scenario's :
1. The occupier could have been killed (1 death)
2. The assailants could have been killed (2 deaths)
Now, if we are judging on some sort of utilitarian / pure-peace grounds, option #2 is much worse than #1 as it's an additional death, right? But that totally ignores any notion of justice I'm sure we all agree.

I think we should test the strength of the law by shooting George Bush in Florida and say we felt threatened by him.
