What's so cool about this? It's symptomatic of a dysfunctional bureaucracy to have to go to the top to get something taken care of that could/should be more efficiently handled at the local level.

would like to point out it is cool! because at least the transport minister has realised that what he has done was necessary, so if in doing it he get beenficial results for his country then how can it be a bad thing?

instead of passing on information about pot holes to local departments he should use his time to look at the 'bigger picture' e.g. appoint someone to pass on that kind of info.

Well, it's bad in the sense that they're paying a Transport Minister to take pothole reports over the phone. This doesn't strike me as an efficient use of their tax money nor--presumably--his time. Of course, it might be a good political move as politics often tries to promote style over substance.

As I said, it's a gesture. Even if he was serious, he couldn't possibly take enough calls / action in a large country like Nigerai to make that much of a difference. But that's not the point.
When Vodafone took over a chain of phone stores (I forget which) the head Sales Director came and visited all the staff (when they were undergoing mass training) and asked everyone to save a telephone number into their mobile phone. After they had done so he explained this was his mobile telephone number, and they were to ring him immediately if their line managers did anything to get in the way of good customer service. Obviously that's a horribly inefficient way of dealing with specific local issues, but it's a genius method of inspiring confidence in lower staff, as well as potentially frightening any middle managers.
