Why is vista doing this to me?

ok, so like many people i've been dragged kicking and screaming into the 21st century by windows vista, and whilst i may have some small complaints about the way it does things, it's not THAT bad (certainly no windows ME, for example).

Now for my problem (Which i'm hoping you lot can help me sort out), given that vista has this glass-see through taskbar effect like gnome has had for a while now, why is it that all of that goes away and i'm restored to the boring looking black when i fullscreen an application?
