eBay's Exploited Rating System
After noticing someone had a dodgy rating in their profile I discovered they had actually bought positive feedback. In a community where-by positive feedback is essential to making a judgement as to whether a seller is less-likely to be the seller of fraud compared to other sellers, it would make sense to have some kind of filter? No, I don't see any in place.

Ultimately though if you're a buyer then you're likely to check the item that was auctioned against the feedback and see that it was a false positive.

Amusingly, a dutch woman in London was recently sentenced to 2 years for fraud for Ebay Scamming of about £70k.
