if they plan such an attack they most likely want it to suceed. if they only want to create some panic within the us-population they publish such a tape.

Alternatively, if they say 'This is what we are going to do.' and then go ahead and succeed despite having told everyone in advance it has the added bonus of making the US look foolish.

Since such a huge attack like 9/11, Al Qaeda knows it can make threats (however realistic/unrealistic) in the knowledge that people will be intimidated because of the potential it has (see 9/11).

The only appropriate response as always is to remain vigilant and to continue with life as normal and that if there is an attack you aren't a physical victim of it should they attempt to carry one out. What we don't want is people and governments overreacting and restricting our freedoms more than necessary to combat terrorism.

ofc they have goals they want to archive. noone just runs around and kills people at random. but obviously they use force to archive that goals, just like bush did in case of iraq. it even seems to me that force is the only thing the us-goverment still understands.

Give an example of a terrorist goal. You sound like you still think a terrorists goal is to kill people/destroy buildings/infrastructure/whatever.

get the us out of saudi arabia / get the us out of iraq / make the us stop supporting israel.

And how will keeping quiet help in furthering these goals? You say they are more likely to succeed if they don't make such threats, how does your logic go exactly?

all i said was that it doesnt make much sence to me to tell your enemy about your attack before you launch that attack

But it does make alot of sense when you understand how a terrorist tries to acomplish his goal. The attack itself attracts attention, and molds people as a mass. How publicity around it is managed is as much part of the means as the attack itself. Sometimes an attack isn't even necesarry, and well designed publicity does all the work.
