Currently the Covert Ops Ranking is determined by the number of successful missions.
In my opinion this does not seem to be right since a difficult mission with 30 agents should count for more then an easy mission with 5 agents.
A possibility could be to change the ranking so that it ranks based on the value lost at the planet on which the covert op was done.
Another option could be to rank by XP gained but I'm not sure how XP ranking is done for covert op missions.. (Maybe that needs to be changed too?)
