I think xp was originally introduced to help smaller planets catch up. But if you play for xp, all you get is bump in rank and then you slowly slide back down. The chart looks like a series of shark fins.
Just about any system that allows xp to be converted to actual value (ships, constructions, research) would help smaller planets close the gap.
I like my idea in the other thread, but it obviously suffers from being too complicated for anyone to bother working it out. So, any simpler system of converting xp to value would be better than nothing.
