Well, there used to be a distinction between the "lower" and "higher" scans - in the past that was Sector/Unit/PDS were "lower" scans, and News/Military scans were "higher" - i think in R3 in particular you needed to sacrifice Hyperspace to get Military scans.
Anyway, you could make the Jammer/Amp ships apply only to the higher scans - JGP and Fleet scans now - and still have the normal amp/distorters for all the other scans.
As a side note, wouldnt Jammer ships be more powerful the further away the fleet was from the target? Furthermore, this would make it very hard to get a fleet scan on a person who has just launched at you - but you dont really need a fleet scan when he is ETA 1 as you are prolly buggered anyway if you didnt notice it earlier. On that matter, Xans wouldnt need Jammer ships as they tend to be somewhat immune from Fleet scans already.
