yeah that was a really, really crap idea.
Now most people won't even know that there ARE any announcements to read, let alone read them.

Apparently, it is a 'good' because it further centralises the flow the information, it means that you don't have visit the forums, but you do have to visit the portal, where the community isn't based around.
The logistics people have been working on that one.

I actually log in from the portal so I take a few seconds to scan the portal for interesting-looking announcements before I log in.

Getting the speedgame up and running correctly was the first priority. There will be an announcement about Round 9.5 soon.
Personally, I expect signups for that to open shortly after the weekend, with tickstart either by the end of the week or the beginning of next one. But don't shoot me if I'm wrong

They could mirror the announcements in the forum; but I guess that wouldn't achieve the most important objective--which is forcing people to visit the Portal. :/

Maybe there was one and I missed it because it was only on the portal?

Because that's the link everyone is used to clicking to check for Announcements.
Granted, I'm not a big fan of the move either. A yellow icon on the forum indicating a new announcement was much better than thinking once a week 'Oh, right, maybe there's something important on the portal', and then being unable to find out whether there is or not while looking at it.
