like a child throwing its rattle out of the pram, frankly.
punitive measures will undoubtedly be taken by the states to an unfavourable outcome for them, as dda suggests with the bananas.

i would imagine there is a fair bit of cohesion between the left block in south america mainly through "the enemy of my enemy is my friend", ie bush.
