Departing Fleets

I know the News Scan says if a fleet has departed, but since I don't have the fleet scan... can the fleet scan be sent to a planet you are attacking and if not is there any way of telling how many ships the target has sent away?

Fleet Scans are only effective on incoming attacking fleets to your OWN planet..

Also they do not work on Xandathri attackers due to the cloaked nature of their ships.

u could make some units scans and calc together what he could have overall... then mail all planets to see where he is defending or attacking at that time and ask them to make a Fleet scan and mail this back to you.
so... overall... it aint possible!
