I thought he was only (initially) against giving the new Intelligence Director budget authority over the various intelligence agencies?
It's been the Republicans in the House who've had the most objections, mostly over the questions of military intelligence and immigration reform.
Personally, I think reorganization as a solution to bureaucratic problems is just more of the same. :/

President Bush wasnt against the Intellegence Reform, he was opposed to the Budgeting authority it gave.
He has most recently SPOKE AGAINST HIS PARTY, to get the bill passed, so STFU ;-)

seriously tho, i'd assumed that the reorganisation was supposed to improve communications rather than cut beurocracy?

Yes of course; but can you get one without the other? Specifically, is adding another level to the intelligence bureaucracy more likely to improve or to degrade communications?
