Remove galaxy exiling
It's overly harmful to new players (actual new players, not people in HR). They all get stuck in awful galaxies. Don't remove self-exiling. If you want out, you should be able to.

Agreed, but speed up the automatic inactivity exiling to make sure good galaxies don't get stuck with inactives. (perhaps a faster auto exile when you are below galaxy avg score)

No exiling possible would make for a dull round, at least now your round isn't ruined if your BP gets terrible randoms. It would probably be worse conditions for new players too, because they would be harassed to selfexile.
Best way of doing something like this would be to make 1-2 additional places in galaxies for new players ONLY. I know some veterans will try to abuse that system, so there needs to be a lot of MH power looking into preventing that.

Right now your round is ruined if you get terrible exiles. I'm pretty sure random() can do a better job of creating a level playing field than the current setup.

I don't agree with that. When you go random, you make a choice taking some risk. If you did not want the risk, you could just BP and be sure to have at least 3 other decent players. No exiles would mean you punish those who actively try to plan a little in the game and I don't think that's the way to go. You rather want everyone in a BP imo, should overall give more balanced galaxies.
(I've been random 3 rounds in a row, so absolutely no bias from me towards BP's)

no in-gal attacks allowed. The MHs are so far behind already and having in-gal attack would make farming such a bigger issue. Even if you have in-gal attack but no pod attacks just other ships, it would means that the non-connected players would get farmed by the galaxies friends via escorts. Basically make it non-new player friendly.
If there were more trustworthy people around and the PA team had a bigger staff an alternative to galaxy exiling is that the ministers in a galaxy can mark a planet to be exiled. The PA team would then look at that planet and talk with the player and see what the story is and if he truly is an in-active, farm, not a real player they could then exile the planet. But if the planet is just a new player just starting up or learning the game then the galaxy would have to live with that planet. This would create a lot more work for the PA team and maybe but it would also clear out a lot of the inactives quickly and hopefully keep only the active planets in play.

A 2-dimensional universe (without planet movement) with variable ETA's as a function of distance would be fun. Not that it is applicable to the game, but the concept would change it a lot.

The most important required fix is that the exile system shouldn't be able to be abused so easily. The same galaxy wins every round... Job well done, but it's getting quite boring in my opinion. More equal galaxies would be fun.

I like this idea and as for the vets we already have this partially in place since we now have static accounts. Could add some other simple limitations/flags to the accounts too.

The problem is not the exiling system, it does not make the same galaxy (which gal is that??) to win. Sure, it helps a galaxy become as good as it can.
But, the actual reason for the "same galaxy" to win and/or rank high each time is to do with politics.
If a galaxy is not/hardly attacked well, then it will grow and grow and eventually win if they beat some other galaxy in the roid race.
It is the alliances allowing a serten galaxy / group of players winning which is the problem, not the exiling system in itself, that is just a useful tool to improve the galaxy overall
