It might be interesting where you have found that definition ... when i look into the manual it says :
"Structural Integrity - Train your Agents to take out structures using explosives."
or is that from the in game covert ops menu ( dont have the research there ) ? It's only meant to destroy structures and as alreaedy stated above i have never heard of a covert ops affecting the gal fund.

He's right, that quote comes from the ingame research page. Like so much in PA however, its bollocks. Spinner decided not to use the gal fund covop during beta, and removed it. Much like the Lord Advisor title in planet scans, the feature still has traces hanging around to confuse people unnecessarily.
