How to fix Napatarion?

I was just thinking about ways to fix our war game where it has become more profitable to nap the uni than to declare war on it.

The idea: Limit how many roids you can initiate.
(so if you have, say 500 roids, you cant initiate past 500 however you can always initiate up to it)

Furthermore removing the bonus of getting roids with the same capped concept.

-Now I have nothing against initiating roids, and it isnt the "broken" part about the game, but it may be enough to spark a more aggressive universe.

I'm sure everyone has more ideas that they can add or even expand on to try to fix our peaceful war game lol

Increase war bonus by 100% normal xp/cap, then halve it for every extra alliance that declares war.

Increase one on one combat and reduces gangbanging/napping.

Thoughts?

Increase tag limits, make it easier being a top alliance.

Increase cap in war to 50% cap. Decrease cap attacking and being attacked from out of war planets to 10%. Reduce cap due to gang bang in war. Make xp vary from negative infinite to positive infinite and use this to punish alliances who agree on fake wars.

I like the ideas about nerfing regular attacks and promoting alliances going to war. However im having a hard time thinking of ways of implementing it without the system being used/abused...

Possible issues:
-smaller/fake/buddy alliances declare war on an alliance to reduce the real alliances at wars cap because it is being ganged up on.

-the opposite spectrum, no prevention of the gang attack

-roid swapping for mutual xp gain between alliances

I thought of things like removing XP and pilots desertion to punish a bad behavior in war. But as it is now, there is no way of controlling an ally from harming itself just to help other.
