Cluster alliance, naps, remember...
Well, I haven't even heard about them.

How about we give a bonus to top 3 clusters?

Could be as simple as % of resources produced in the cluster: top 1 +30, top 2, +20, top 3 +10.

I think that would be incentive enough for the alliances to take clusters into consideration!

And, if coupled with travel times, then it would be in the spirit of old times! ("In the spirit of old times" name for next round)

Clusters are all down to random luck, so i wouldnt like to see this.
