Regardless of whether penalties are a good decider, they are far more nerve-wrecking than that silly American thing. There is nothing quite like the tension running through the stadium and every inch of your body when in the World Cup semi-finals after a draw, your team goes to the penalty stage. One player. One keeper. One goal. One shot. Eleven metres between them. You can basically cut the atmosphere with a knife.

American penalties, same rules as regards to five penalty takers each before sudden death if required.
Shooter starts on the half way line. Ref blows his whistle. Shooter has (10? 12?) seconds to score - any way he wants, long shot, rounding the keeper, lobbing, whatever. The keeper can come off his line as far as he wants. No rebounds. (Certainly not rebounds off the keeper, im not sure about the posts and crossbar).
Much better, much more exciting, just as tense, fairer, more room for flair.

I prefer current penalties to "American" penalties. The latter sounds crap, although I don't like anything which puts a specific time limit on scoring (like with a shot clock in basketball or something).

The best team would generally win more often; the best team generally wins more often anyway - and of course thats what you want. Holland should have been in the final of Euro 2000 for example instead of Italy, but penalties as they are said otherwise.
Anyway i dont want the end of draws. The odds on football matches would get shitter either win or lose because of the lack of a third option
