if the game is done in a league format will there also be points for top planet and galaxy?

any alliance can enter, so yes

if its league format yes, makes it bit more interesting

could be maybe 5 points for top alliance, 3 points for top gal and 1-2 points for top planet

To have a league format would be good yes,

May I suggest the following as a way to determine position in the league

Rank of each planet is taken and added together to give a total = <$rank>

The total is then divided by the number of members in the alliance giving a score. for 50 members it would obviuosly be 50

$rank/50 = Alliance Ranking

The lower the final figure the higher up the league the alliance would be.
