I tend to use socialist and authoritarian interchangably these days, since the expansion of most Western governments over the last 50 years or so has been almost a direct result of socialist policies (as has its standard justification).

I don't really see how public nudity type laws have anything to do with socialism though (outside of socialism==evil, this==evil, therefore, this==socialism or something).
We've had "decency" laws (or at least bullying people into following a certain type of behaviour for reasons of morality, etc) for a lot longer than socialism has been around. Even longer than nation states in most cases.

Its a cause and effect thing. Socialism has caused most governments to grow to the point where most people no longer even bother asking whether a particular action lies within the proper juristriction of government.

at the moment im having the same arguement with my manager at work, i wear my trousers low because that is comfortable to me, i do not feel comfortable with my trousers at the 'proper' height. ive worn my trousers at the same height at work for 2+ years now, you cannot see any of my ass, just my beautiful boxers but the height a person wears their trouseres does not effect in any way, the person they are, how clever they are, or how pre-desposed towards crime they are, for some its just a fashion statement, for others it is the way they are comfortable, goddamn fascist yanks imposing crappy laws

Socialism has nothing to do with it being an accepted part of political discourse. It's authoritarian Conservative-esque moralism, which has existed independent of Socilalism for hundreds of years. (Yes, even in America.)
I suppose Nod will probably try and blame Socialism for The Ancien Regime before long.

Its socialist in that as far as I can tell this ruling is intended to apply to 'public places', regardless of who owns them, ie the primary issue here is the revoking of private property rights in the interest of the common good.

If we're taking that as a definition of socialism then I'm happy you're calling this socialist, but on the whole that seems mainly rhetorical. It's like defining capitalism as "exploitation of poor people" and then going round calling various bad things capitalist.

Practically all ideologies infringe on private property rights to some extent, apart from Anarcho-Liberalism, etc. Although the only ideologies you really recognise are Socialism and Liberalism, (With Socialism beign 'bad' and statist, and Liberalism being 'good') so the point is pretty moot. Again, you are giving methods and actions with a certain ideological character which they don't really posses.
It's the actual motivating intent, and the result of that action that are important. In this case, it's southern Conservatives getting hot about contemporary fashion.
Legislating on keeping skirts of a certain length has very little to do, in intention or result, with the redistribution of wealth, as far as I can tell.
