When a bill says
It has to be paid by the 28th of August does that mean:

- It has to be paid on the 27th at the latest?

or

- The bill can be paid on the 28th?

Generally on the back of the bill it'll tell you how long you've got to pay. I think normally they say "Payment must reach us by the 28th" which means you have to pay on the 26th or something.

I'd pay asap to be honest, local authorities seem to unnecessarily harsh in such matters. You're allowed one reminder per year and after that you just get a summons from the magistrates court.
