I have had a rather bad day.
I'm damp, unhappy, angry, etc.
I tried to cheer myself up by talking nonsense to people and by giving queball's 'poo' threrad a icon, but these proved to be only passing diversions.

The implication is that he and his family are too stupid to have someone inside of the car to open the door or roll down a window and hand him the keys.
other examples:
Why are there no living Polish sky divers?
Because you have to count to 10 before pulling the rip cord.
Why did the Polish driver stayed stopped for 15 minutes at a stop sign?
He hadn't finished reading it.
The entire concept behind Polish jokes is that Poles are stupid. You could target any other nationality with the same jokes, American sky diver, Swiss driver, etc.
It is a kind of humor that is not politically correct.
