You appear to be missing the fact that the clubs deliberately don't piss off the Ultras. Better them on the inside pissing out rather than out pissing in.
There's no pressure on them by any authority to change things, so annoying the ultras will cause the bigger loss.

The clubs panda to the ultras, they meet with them regularly, give them free tickets, ensure they get to stand in their part of the ground and go as far as giving them rooms inside the stadium to store banners and God only knows what else.

I remember reading about this before, they allegedly took it to pieces and made it up again once in the stadium, but quite how they were sneaking engines and wheels in, I don't know.

well 'usually' i am 'occupied' with 'another sport' on fridays and sundays, that's why i do not have a season ticket for twente, but the matches that i go to i try to get into or right next to the ultras.

Why not just let Italy and their clubs decide how they want to play their matches? If they don't want to fix things, why should "we" be outraged or angry?
And, like all social problems, this goes much deeper then just the hooliganism. It would be much better to attack the issues that creates atmospheres like this, and remove them, then just jailing the hooligans or excluding them. Hooligans outside the matches can also create much bigger problems then hooligans inside matches.
Also, Italian football is very influenced by left-right clashes. When two antifascist teams play, there is often little violence. Beating up fascists is not something I consider to be bad, no matter the time or place.

It's not even that. The figure "eight million euroes" seems to be based on Inter getting a full San Siro for the 3rd round and group stage, which never happens. Not even close.
I doubt they'll even lose £2m over this, which is, what? 3 weeks of the wage bill?
UEFA had a chance to force change in Italian football, but it's just the same as that time a fan was killed by a firework fired from the other end of the stadium. Plenty of words, from the football hierarchy and the italian government, but nothing happened. Just like nothing ever happens when UEFA, or FIFA, or the FA's make a threat towards the clubs, or the national teams.
Unless they're English, of course.

Apparently the clubs cant ban people from the ground or deny them entry, because the stadiums are owned by the state hence they need a court order to do so. They also cant use private security for similar reasons. Socialism wins again.
Imo all Italian clubs should be banned from european club competitions until they sort out their infrastructure problems, including a requirement that every club should own its own stadium and have a proper security team. It'll never happen though obviously.
