I suspect that R9 is nothing more than a rumour started by the creators to keep us hanging around until R10 is ready for launch. They only need to string us along for another month or so and then they can announce that R10 will be open for sign-ups by mid-March and ticks will start at the beginning of April. This will mean that there is no time for R9. (Even if R9 was ready for sign-ups now it wouldn't finish until mid-May).
