It's to prevent galaxies from getting cluttered up with inactives. And I agree, that's not needed. Whether every galaxy has 4 inactives or 0 comes down to the same.

Being stuffed up with inactives reduces your chances to get a proper exile (and I'm not talking about specific exiling into fortress gals here) though - at least with the current exile system in place.

No, if every gal had a bunch of inactives, the bracket would go up from 9 planets to 13 planets.
This is a little off topic though. The suggestion in the OP suffices to fix the problem at hand. A discussion about removing c200 should go in a different thread, because such a change affects more than just this problem.

TBH in what universe can you teleport a whole planet into a whole other galaxy instantainiously, but can't transport resources without cargo ships and hours of travel time

Meanwhile, the other "forgotten" planet that idled in c200 2 weeks is growing nicely, proving that this is a legit strategy if you are going away for the round start, or just don't fancy playing more than 4 weeks.

He abused the feature in the game, he should be punished, seeing you sideing with a cheater is sgocking to me. This will only encourage people to find weaknesses and abusing them instead of reporting and helping to find good solutions.
