Planets that are signed up for, but not paid, don't actually get put into the universe. Hence, we have 4300 paid for planets.

No, those are all paid Planets. Planets that have not been paid for yet don't show up in the Universe.
I think there are over 7k Planets signed up, so about 3k waiting to be paid for. I doubt though that many of those will still be paid for.

I expect the overheads and maintenance (esp considering the creators are working from home) will surely be quite low. This money is an investment so that they can make a super duper R10 (yes, it needs a better title) for us all to masturbate over.
