It's probably because there is no more mountain until Paris and the only way he could lose his ranking is by falling off his bike and breaking a couple of bones.

I've been following this Tour quite closely except the last 2 days, but what I just realize that if he didn't go to Mexico, but was spotted in Italy then something is not entirely right, he got spotted in the area he lives in. So there is something not entirely correct.
But he breached the code of conduct, which is a reason for dismissal, but something is fishy about this.
One way or the other, I love the way the Rabobank defended their Yellow Jersey, the way Menchov, Boogert and Thomas Dekker (especially Thomas Dekker, 22 years old) completely trashed the others is the material that dreams are made of.

Quoted the above as an example. Why do many of you believe that not getting caught is hard? The reality is that they can't even test for straight blood doping 2 minutes after it happens. No to mention that there have been various substances analogous to HGH showing up in laboratories around the world for years. For genuine research purposes in most cases to be sure but if it can be done in one lab it can done in another. None of these substances have tests for them yet either. Even the EPO test they have is shit and that stuff if from the 90's.

Who was it who was on about their tests being superior to other sports' tests? (I think Kargool provided us with an EPO link at least).

Kargool's link was out of date. The EPO test has now been shown to give false positives. There was a notable case in 2005 in which a conviction was overturned in Belgium because it was shown that the test is unreliable. In the case of Vinokourov, he was probably caught because he cheated too often. Pure blood doping (introduction of additional red blood cells by transfusion) is undetectable if you use your own blood. However it is only practical to harvest so much of your own blood pre tournament without risking anaemia. It is also tricky to store safely for extended periods. Good old Vino may well have run out of the good stuff and decided to risk using blood from a donor, which is stupid as they developed a test for that pre 2000.
edit: As an aside, he must have had technical help. The medical equipment required to process raw blood into concentrated red blood cells is complicated, expensive and large.

blood doping, that is training at high altitudes, tapping it off and inserting it pre-stage is illegal because it can be harmful, that is why it is illega. Officially ...
