my money is on some sort of thermite device to burn the thing, as its been burnt many many years before. This time they've put waterproof fire retardant on it to prevent that

I should think some homemade napalm would take care of that goat--flame-resistant chemicals and all! I'd even be tempted to throw in some liquid oxygen to see if the frame could be melted.
