It does check for available resources, but it checks for dists vs. amps first. This basically allows scanners to do a free check to see if they get through on a target. If they don't get through, they get the "not enough amps" error, if they do, they get the "not enough resources" error. Though a fairly small loophole, it should still be fixed, it's probably a case of changing the order of a few lines of code anyway.
